In July 2023, the Parliament of the Republic of Kosovo approved the Law on Early Childhood Education (ECE) in Kosovo. Advocacy of Save the Children with Kosovo’s Ministry of Education and Parliamentary Commission on Education ensured that the law integrates principles of holistic child development, school readiness, healthy growth, positive parenting, and work-family balance.
The law also incorporates an article that recognises Save the Children’s community-based Early Childhood Care and Development (ECCD) model. Save the Children has introduced such community-based ECCD services in 2016 as an alternative model for children to learn, develop and play in rural municipalities, where no such services are available. Save the Children measured and documented the positive outcomes ECCD is creating for children and used this evidence to influence the Parliament’s approval of the ECE Law.
Save the Children will continue supporting increased access to ECCD services across Kosovo and contribute to the operationalisation of the Law on Early Childhood Education with its technical expertise.
